Flags Lowered to Half-Staff

Why are the flags lowered to half-staff?

Currently our flags are being flown at full staff, but when Governor Andrew M. Cuomo directs that flags on state government buildings be flown at half-staff, you will find the reason here. They may include, but are not limited to: the death of certain government officials, the deaths of soldiers or veterans, in times of national distress, on various holidays, and at any other time it is instructed by the president or state government.
