The Bethlehem Central School District is focused on delivering a range of special education supports that meet the needs of all learners.
There is no single “typical” learner. Special education services represent one part of a larger system of supports designed to respond to differing levels of need. Every student’s individual strengths, needs, and circumstances are fully reviewed by the Committee on Special Education (CSE) before any program or placement recommendations are made.
State guidance on special education programming informs the development of the district’s service options and the general criteria used to design programs. No student is placed based solely on guideline descriptions or program profiles.

When a student requires services that the district does not operate internally, Bethlehem partners with neighboring districts, Capital Region BOCES, other BOCES programs, and approved private agencies to ensure the student has access to an appropriate placement.
Bethlehem Central is committed to placing students in settings where they can succeed while remaining as connected as possible to their school community. While the district prioritizes meeting student needs within district-operated programs, out-of-district placements are considered when necessary and only after the CSE has determined that all appropriate in-district supports and services have been fully explored.
